A contract designed to give Renfrewshire Council the flexibility to manage their budget

In March 2006 Renfrewshire Council awarded Tarmac the first phase of their Structural Maintenance of Carriageways Contract. Based on a Schedule of Rates, the contract allowed Renfrewshire the opportunity to increase or decrease the amount of annual highway maintenance work depending on their budgetary constraints.

Between April and November 2006 Tarmac completed 24 No. individual schemes across the Authority's region that have been valued at £2.6m. Phase 2 of the contract was also awarded to Tarmac and follows the same flexible structure of Phase 1. The Tender documents contained details of 16 No. schemes worth an estimated £2.9m and we are currently completing each scheme as it is allocated.

Our previous experience of Local Authority contracts was vital in award of the contract

To be included on the tender list we were required to provide Renfrewshire with proof of our previous experience in delivering a similar service. Annual carriageway maintenance schemes completed or ongoing for Clackmannanshire Council, North Lanarkshire Council and Glasgow City Council were instrumental in providing the Client with the knowledge that we were capable of working in a partnership to produce the required level of service.

The content of each scheme includes the full scope of carriageway maintenance works

The scope of works varies, covering both rural and urban schemes throughout Renfrewshire. Removal and replacement of carriageway and footway surfacing using Tarmac's HAPAS approved Masterpave (SMA) and the more traditional HRA and pre-coated chippings is the most common element of the contract.

The provision of traffic management requires a combination of road closures, temporary traffic lights, stop go boards and convoy working. Associated work includes adjustments to kerb levels, ironwork replacement, drainage works, illuminated signs, replacement roadmarkings and verge works.

The value of each discrete scheme can range from between £50k to £500k with the typical duration usually between one and two weeks.

Partnering has brought best value solutions

Formal fortnightly meetings between Renfrewshire Council, Tarmac and the DLO ensure that all schemes are planned and programmed to avoid any conflict of operational sites.

Joint site visits and carriageway investigation works are undertaken that allow Tarmac to provide the client with a number of product alternatives that ultimately save on cost and site occupation.

These meetings are also used to discuss and finalise the type of traffic management and whether any night time or weekend working is more appropriate to that particular location.

Our use of the same supply chain partners (planing, traffic management and roadmarking) throughout the contract has ensured excellent working relationships and a site team that fully understand and meet the high expectations of Renfrewshire Council.

The level of trust built up over the duration of the contract has allowed Renfrewshire to reduce their level of supervision to a visiting Clerk of Works role.

The two largest scheme (by value) provide proof of the contract's success

The Bridesmill Road scheme in Lochwinnoch was completed in June 2007 and involved a 45mm deep HRA overlay to 2.3km of single carriageway. Deeper edge patching was undertaken prior to the overlay and adjoining bellmouth junctions were re-kerbed. Over 15,000m2 was resurfaced.

Prior to surfacing works, extensive excavation and re-profiling of the verge area embankments was completed.

Tarmac organised and drilled a series of road cores prior to works starting in order to agree the proposed carriageway construction.

In the Autumn of 2007 we commenced a 7km planing and resurfacing scheme on the B789 Barrochan Road, between Houston and Langbank. By submitting prompt invoices we have assisted Renfrewshire to manage their budget and determine exactly where the limit of the scheme will have to be set.

Work involves a series of 800m road closures to lay a 95mm overlay. Where agreed, 150mm edge patching is undertaken prior to surfacing. New gullies and a replacement filter drain have been installed along the full length of the free carriageway edge. The verges have been infilled and re-profiled to suit the overlay depth.
